This is a pseudo-character with no real gameplay goals, which is programmatically linked with the irc bot "Alberta" who sits on the #cities IRC channel.
She is occasionally led through quests by jmb to enable her to provide more useful interactions.
She is however a Master Armourer, and will sometimes make Custom Weapons or other items for people.
